Murray Dufrene is currently employed by the St. Charles Parish Government as assistant risk manager. He has applied for the operation manager position of the Wastewater Department. Jacob Dufrene, the brother of Murray Dufrene's wife, has been employed as a wastewater maintenance foreman in the Wastewater Department for five years. The operations manager position would serve over Jacob Dufrene's position.

La. R.S. 42:1102(13) provides that "immediate family" as the term relates to a public servant means his children, the spouses of his children, his brothers and their spouses, his sisters and their spouses, his parents, his spouse, and the parents of his spouse.
