Ms. Sharon Clement is the Secretary of Assist Agency Inc. and provided that Assist Agency, Inc. is a private non-profit community action agency. The mission of Assist Agency, Inc. is to raise the standard of living and improve the quality of life for economically challenged individuals, families, and communities in Southwestern Louisiana. Assist Agency Inc. entered into a partnership with Herod Village, Inc., a private non-profit, to sponsor a rehabilitation project. Herod Village Inc. owns James A. Herod Apartments, Inc. James A. Herod Apartments, Inc. is also a private non-profit organization. Ms. Clement serves on the board of James A. Herod Apartments, Inc.

La. R.S. 23:64.1E provides that an agency designated as a community action agency shall be considered a private, nonprofit organization.
