Charolette Thorpe retired from the Louisiana Department of Military Affairs (LMD) on March 26, 2018 as a Budget Officer for the Education Program and the Budget Administrator for LMD. Ms. Thorpe worked under the direction of the Director of the Education Program for LMD and had no supervisory authority over any other employee. As the Budget Officer and Budget Administrator, Thorpe was responsible for preparing and managing federal cooperative agreement (grant) funds and state budgets for three Youth Challenge Programs (YCP) in accordance with state guidelines, National Guard Regulation 5-1, and other financial management regulations. Additionally, Thorpe managed the agency's operating budget. Thorpe has been offered a position with Alutiiq, LLC, a sub-contractor of the National Guard Bureau, with the responsibility to conduct resource management compliance and financial performance inspections for the YCP in the United States and Puerto Rico.

La. R.S. 42:1121B(1)provides that no former public employee shall, for a period of two years following the termination of his public employment, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction in which such former public employee participated at any time during his public employment and involving the governmental entity by which he was formerly employed, or for a period of two years following termination of his public employment, render, any service which such former public employee had rendered to the agency during the term of his public employment on a contractual basis, regardless of the parties to the contract, to, for, or on behalf of the agency with which he was formerly employed.
