Mr. West is the Executive Director of the Louisiana Association of Tax Administrators (LATA), and is a registered lobbyist for LATA. Pursuant to Senate Resolution 224, the Louisiana Retail Food and Beverage E-Commerce Task Force was created, to which the Louisiana Municipal Association (LMA) could appoint a person. The LMA appointed Mr. West to serve on the task force. Mr. West stated that he was not employed or compensated by LMA to serve on the task force, and he did not make any expenditures in connection with his service on the task force. He stated that he supplemented his registration as a lobbyist out of an abundance of caution.

R.S. 24:53A and 49:74A provide that "[e]ach lobbyist shall register with the ethics board as soon as possible after employment as a lobbyist or after the first action requiring his registration as a lobbyist, whichever occurs first, and in any event not later than five days after employment as a lobbyist or not later than five days after the first action requiring his registration as a lobbyist, whichever occurs first."
La. R.S. 24:58(D)(1) and 49:78D(1) provide that "[a]ny person required to register and who fails to timely register and any person who fails to timely file any report required by this Part shall be assessed, pursuant to R.S. 42:1157, a late fee of fifty dollars per day."
