Mr. Kopowski is requesting not only a waiver, but a dismissal of the charge. He states that for for over 21 years, he has conducted himself with the utmost professionalism having only two minor late fees on his record. He registered a new client, PCA, more than 5 days past commencing services for them, but he states that he has not performed any "lobbying" work for the client.
He states that he had not performed any lobbying work for PCA, and states that he inserted June rather than October. However, according to the information provided by Mr. Kopowski, his start date was October 2, 2018; therefore, his registration was due by October 8, 2018.

R.S. 24:53A, 49:74A and 33:9666 provide that "[e]ach lobbyist shall register with the ethics board as soon as possible after employment as a lobbyist or after the first action requiring his registration as a lobbyist, whichever occurs first, and in any event not later than five days after employment as a lobbyist or not later than five days after the first action requiring his registration as a lobbyist, whichever occurs first."
La. R.S. 24:58(D)(1), 49:78D(1) and 33:9668(D)(1) provide that "[a]ny person required to register and who fails to timely register and any person who fails to timely file any report required by this Part shall be assessed, pursuant to R.S. 42:1157, a late fee of fifty dollars per day."
