Latham Folse is currently employed by La. Dept. of Health ("LDH") as a Medicaid Program Manager 1-B in the Medicaid Eligibility Program Operations ("EPO") section. He reports to the EPO Section Chief. Mr. Folse provides support to the LDH Regional Medicaid Field Offices, including oversight over budget needs, lease requirements, and reporting on Medicaid eligibility related information.
Louisiana Healthcare Connections ("LHCC"), a part of the Centene Corporation, currently has a contract with the LDH Managed Care section to provide Medicaid services. In his current position, Mr. Folse has no involvement with the managed care program or LHCC.
Mr. Folse is interested in the Project Manager II position offered by LHCC. The duties of the Project Manager II position would not involve the same matters he worked on while employed by LDH. Further, Mr. Folse would not be providing the same services on behalf of LHCC to his current agency, the LDH EPO section.

La. R.S. 42:1121B(1) provides: No former public employee shall, for a period of two years following the termination of his public employment, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction in which such former public employee participated at any time during his public employment and involving the governmental entity by which he was formerly employed, or for a period of two years following termination of his public employment, render any service which such former public employee had rendered to the agency during the term of his public employment on a contractual basis, regardless of the parties to the contract, to, for, or on behalf of the agency with which he was formerly employed.
