Brad Harris states this is his first campaign and has no previous experience running for office. Because it was a special election (Lake Charles City Marshal retiring before the end of his term), he states he did not have much time to prepare for running for office. He states his campaign team consisted of only himself so he was responsible for every aspect of the campaign including fund raising, reporting, ordering signs and cards, meet and greets and so on. He states he was also working full-time at UPS that required frequent travel both in and out of state. When he first read through two large packages that were given to him, he stated he interpreted the campaign reporting document to state that he would not have to report if he did not have over $5000 in contributions. He states he was made aware that he had to file and immediately completed a report online.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
