Sharlous Booker states that this was her first time filing paperwork for an election. When reading and analyzing the instructions, from her perspective, she thought she would only need to report once when everything was finished. She asks that the fees that were incurred be waived or reviewed with a lesser amount due to her misunderstanding since this was her first late filing.

Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
