Advisory opinion request from Louisiana Community and Technical College System (LCTCS) employee, Michael Redmond, regarding whether the Code of Governmental Ethics would prohibit Normal Christian Media, a non-profit corporation, from transacting business with community and technical colleges.
Facts:
Mr. Redmond stated that he is employed with the Louisiana Community and Technical College System (LCTCS) as the Director of the Office of the Internal Auditor and report to the LCTCS Board of Supervisors. He stated that he incorporated Normal Christian Media with the intent to start a Christian radio station throughout the State of Louisiana. Normal Christian Media would like to negotiate with individual community and technical schools to place a radio tower on school property. He stated that he does not currently receive any compensation from Normal Christian Media and does not anticipate being employed by Normal Christian Media in the future. He stated that Normal Christian Media would not negotiate with the LCTCS Board of Supervisors and would not contract with the LCTCS Internal Auditor's Office.
Law:
La. R.S. 42:1112 prohibits a public servant from participating in a transaction in which he or his business has a substantial economic interest.

La. R.S. 42:1113A(1) prohibits a public servant, or a legal entity in which he owns more than 25%, from bidding on or entering into any contract, subcontract or other transaction that is under the supervision of his agency.

Recommendations:
Adopt draft advisory opinion.
