RE:
Request that the Board waive the $600 campaign finance late fee assessed against Lonnie LaBouve, a candidate for Sheriff, St. Mary Parish, in the November 6, 2018 election, whose 10-G campaign finance disclosure report was filed 12 days late.
Facts:
Lonnie LaBouve states that his reason for not filing the report was that he was no longer in the runoff and thought that only people in the run off needed to file this report. He thought he needed to just file a final report. The day he received the letter of delinquency, he states he contacted the Ethics Board's office and was advised everyone was to file a 10-G. He states he immediately sat down and filed the report within the hour. He is asking for understanding and suspension of all late fees.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all but $200 based on future compliance. The late fee must be paid within 30 days or the suspended portion becomes due and owing.
