| Advisory opinion request regarding whether the Code of Governmental Ethics would prohibit Sandra Walker from continuing her outside employment with Assertive Aspirations while serving as a Louisiana Department of Child and Family Services (DCFS) Welfare Consultant. |

Ms. Walker stated that she is currently employed by DCFS as a Welfare Consultant in the Continuing Quality Employment Unit. She has been employed with DCFS for over 16 years. Her duties include reviewing client cases and Medicaid data statewide. She recently found part-time employment with Assertive Aspirations as a Mental Health Professional. In her part time capacity with Assertive Aspirations, she will be providing community services and will not be delivering any Medicaid services or treating any clients of DCFS. Additionally, she stated that Assertive Aspirations does not have any contracts with DCFS.

La. R.S. 42:1111C(2)(d) prohibits a public servant, or a legal entity in which the public servant exercises control, from receiving a thing of economic value for services rendered to any person who conducts operations or activities that are regulated by the public employee's agency or has or is seeking to obtain a business or financial relationship with the public employee's agency.
