Advisory opinion request by Jessica Monroe, an employee of Johnson & Johnson, regarding whether the Johnson & Johnson Global Community Impact team of volunteers can engage in a volunteer capacity to improve operations and data collection for better community development in the City of New Orleans government.
Facts:
The volunteer assignments with the City of New Orleans Chief Administrative Office and Town Hall include assessing and streamlining standard operations procedures with the Equipment Maintenance Division for managing and maintaining the City's property and creating a methodology to collect affordable housing data for the Office of Community Development. Johnson & Johnson and its operating companies do not have contracts with the City of New Orleans. Additionally, it does not intend on providing or selling any products to the Equipment Maintenance Division or Office of Community Development.



The employees who volunteer on behalf of Johnson & Johnson will be compensated by Johnson & Johnson while on their volunteer assignment. Their assignments will take place during normal business hours.


Law:
Section 1111A(1) prohibits a public employee from receiving a thing of economic value, other than his compensation and related benefits from his governmental duties, for the performance of the duties and responsibilities of his office or position.
Recommendations:
To be made at the board meeting.
