Mr. B. Wayne Brown is a member of the Louisiana State University ("LSU") Board of Supervisors. Mr. Brown is also the manager of Brown-Daniel Family, LLC and Brown-Taylor Development, LLC.
On December 14, 2018, the Louisiana Housing Corporation ("LHC") published a Notice of Funding Availability ("NOFA") for the development of a Lafourche Parish multi-family rental housing project. Brown-Taylor Development LLC has developed numerous multi-family housing projects and intends to submit an application to LHC.
Through a professional services agreement between the LSU Ag Center and the State of Louisiana, Division of Administration, Office of Community Development - Disaster Recovery Unit, Dr. Claudette Hanks Reichel, a professor employed by the LSU Ag Center, will have an advisory role during the scoring process of the applications received by LHC. Her role is to assist the LHC scoring panel in understanding the building techniques described in the applications, which will assist the LHC coring panel score the applications based on the scoring rubric outlined by the LHC in the Notice of Funding Availability. Neither Mr. Brown, nor anyone on his behalf, will have contact with Dr. Reichel regarding the LHC application.

La. R.S. 42:1113B provides that no appointed member of any board or commission, member of his immediate family, or legal entity in which he has a substantial economic interest shall bid on or enter into or be in any way interested in any contract, subcontract, or other transaction which is under the supervision or jurisdiction of the agency of such appointed member.
La. R.S. 42:1102(2)(A)(i) defines "agency," in the case of public servants who are members of a board or commission, to mean the board or commission.
