Despo "D'Ann" Wells states that she did not think she needed to file the 10-G report because she filed the 10-P report followed by two special reports and she was not running in the general election. She states that she had to call and ask for assistance when she received the letter that stated her 10-G report was delinquent because she was unsure of what it was regarding. She states that she filed the report as soon as she spoke to staff and they explained that she needed to complete the 10-G report even though she was not on the ballot for the general election. She apologizes for this oversight on her part as this is a new process to her.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
