Mr. Cunningham states that on February 25, 2019, Danielle Hodge, an employee with Southern Strategy Group and the person tasked with the responsibility of inputting the requisite data into the Lobbyist Expenditure Reporting system, attempted to complete the on-line reporting. He stated that it is his understanding that the lobbying system reflects all data was entered on that date, however, either through an oversight on their part or the system not recording the one key stroke to submit the information, the filing was technically not completed. He states that Ms. Hodge successfully entered and submitted the expenditure reports for 8 other individuals associated with his office.
According to Ethics' IT staff, on February 25th, the first actions were taken to complete the January expenditure report. On February 28th, information was entered concerning the representation date for a client. At that time, there would have been a warning on the screen about the incomplete January report. The report was finalized on March 6th.
