Mr. Montelaro states he missed the lobbying registration renewal for 2019. On December 24, 2018, he lost his mother to an extended battle with Alzheimer's disease. Prior to her death, he states he was with his family for an extended period of time in Eunice, Louisiana planning funeral arrangements and dealing with family matters that continued beyond the December 28, 2018 funeral date. Prior to the death of his mother, he states that they welcomed their third son. He states that while this was a welcomed addition to their 14 month old and five year old in their home, the adjustment continued for the remainder of the holiday season. On January 30, 2019, he states that his job required him to travel to Washington, D. C. for Mardi Gras. While there, he states that his wife broke her leg. Once he returned and had her treated, it was February 6, 2019.

R.S. 49:74A and 24:53A and 33:9664 provide that "[e]ach lobbyist shall register with the ethics board as soon as possible after employment as a lobbyist or after the first action requiring his registration as a lobbyist, whichever occurs first, and in any event not later than five days after employment as a lobbyist or not later than five days after the first action requiring his registration as a lobbyist, whichever occurs first."
