Robin Callegan, report preparer for Kerry Lincoln, states that she was hired to prepare and file Mr. Lincoln's campaign reports for the November 6, 2018 election. The 10-G report was not filed because Mr. Lincoln was not in the general election. Therefore, she filed his final report December 20, 2018. She misunderstood the filing schedule, believing that there was no report, except the final report to file if he was no longer a candidate.

Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
