Donald Little states that this was his first campaign for public office. He and his assistant did not realize a 10 -G report applied to candidates who had won their primary election and therefore were not running a general campaign. His assistant became aware of the missed report when she was preparing to file the Supplemental report. She immediately filed the 10-G and call the Ethics Administration office to inquire why we had not received notification that they had missed the report deadline. She was told a letter had been mailed in December, but neither his wife nor him recall receiving it. A certified letter was apparently sent in January, but as he was traveling for business, there was no one home to sign for it and it was returned.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
