Steven Evans is the Chief of Police for the Village of Eros and a part-time police officer for the Village of North Hodge. He would like to provide services as a bondsman to people who have been arrested. He does not intend to act as a bondsman for anyone who has been arrested from police agencies in either Eros or North Hodge, but would like to provide services as a bondsman for those arrested by other agencies.

Docket No. 2015-728 opined that a reserve police officer with the Morse Police Department could perform bail bond services for any person who had not been arrested by the Morse Police Department.

La. R.S. 42:1111C(1)(a) Prohibits a public servant from receiving any thing of economic value for any service, the subject matter of which is devoted substantially to the responsibilities, programs, or operations of the agency of the public servant and in which the public servant has participated.
La. R.S. 42:1111C(2)(d) Prohibits a public servant and a legal entity in which the public servant exercises control or owns an interest from receiving any thing of economic value for services rendered to or for any person during his public service unless such services are neither performed for nor compensated by any person (1) has or is seeking to have a contractual, business or financial relationship with the public servant's agency; (2) conducts operations or activities that are regulated by the public employees' agency; or, (3) has a substantial economic interest which may be substantially affected by the performance or nonperformance of the public employee's official duty.
La. R.S. 42:1113A Prohibits a public servant, or member of his immediate family, or legal entity in which he has a controlling interest from bidding on or entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of his agency.
