A.J. Roy, III is a member of the Avoyelles Parish Airport Authority Board. The Avoyelles Parish Airport Authority (APAA) has a longstanding procedure for the allocation of hangar leases by incorporating a waiting list. As a hangar becomes available, the next person on the list is offered the lease. Mr. Roy has been on the list for one year and is the next available name for a hangar which is now available. Mr. Roy has followed the exact procedures as others on the list and he would be charged the same lease price as other leases. Avoyelles Parish has a population of 42,073.

La. R.S. 42:1113B prohibits an appointed member of any board or commission, member of his immediate family, or legal entity in which he has a substantial economic interest from bidding on or entering into or being in any way interested in any contract, subcontract, or other transaction that is under the supervision or jurisdiction of his agency.
La. R.S. 42:1123(20) provides an exception to the Code of Ethics such that an airport authority member or employee in an airport in any parish having a population of less than 225,000 persons, from using any services available at the airport over which he exercises jurisdiction or by which he is employed; provided the services are available to the member or employee subject to the same terms, conditions, and availability as to any other member of the public.
