Request that the Board waive the $2,800, $2,000, $3,000, $3,000, $3,000, $885, and $3,000 ($17,685) campaign finance late fees assessed against the New Orleans East Leadership, a political action committee, its committee's chairperson, Dwight Jarrett, and treasurer, Clarence Bickham, in the November 6, 2018 election, whose Special reports were 14, 10 and 33 days late; EDE-P, 10-G, EDE-G and 40-G reports were filed 35, 23, 115 and 84 days late, respectively.
Facts:
Dwight Jarrett, chairperson for New Orleans East Leadership, states they were not aware that they were required to file campaign finance reports until they were contacted by a campaign finance reporting consultant after the November 6th election about a contribution made to them for the Unanimous Jury proposition election. Upon learning of this requirement, he stated they retained a consultant and subsequently filed the reports in conjunction with the November 6th election. He states they have retained the services of a CPA to handle the bank account and record keeping, who will work with their campaign finance consultant to complete future reports.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
