Michelle Coleman is a volunteer board member of the Civic Center Board appointed by the Allen Parish Police Jury. The Civic Center Board oversees the operation of the Civic Center including scheduling and renting it for events. The Allen Parish Police Jury owns the Civic Center. Ms. Coleman is an employee of a federal agency and performs catering services in her off time. Local residents rent the Civic Center for weddings, dances or similar events and may want to hire Ms. Coleman to cater or bake cakes for these events. The Allen Parish Police Jury has recently proposed that Ms. Coleman be the sole person in charge of scheduling events at the Civic Center.

La. R.S. 1111C(2)(d) prohibits a public servant and any legal entity in which the public servant exercises control or owns an interest in excess of twenty-five percent, from receiving anything of economic value for services rendered from a person who has or is seeking to obtain contractual or other business or financial relationships with the public servant's agency.
