Disqualification plan submitted by Cindy L. Manasco, the elected Assessor of Sabine Parish, regarding Grace Thomas continuing her employment with the Sabine Parish Assessor's Office.
Facts:
Cindy L. Manasco has served as the elected Assessor of Sabine Parish since January 2013. Grace Thomas has been a part-time employee of the Sabine Parish Assessor's Office for more than a year and recently married Ms. Manasco's son. Ms. Manasco would like to affirm that she has relinquished all of her supervisory rights of Grace Thomas to Deputy Assessor Lisa Rachall, and that she will not receive any promotions or salary increases while Ms. Manasco serves as the Assessor of Sabine Parish.
Law:
La. R.S. 42:1112B(1) states that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.

La. R.S. 42:1102(21) provides that "substantial economic interest" means an economic interest which is of greater benefit to the public servant or other person than to a general class or group of persons.

La. R.S. 42:1112C provides that every public employee, excluding an appointed member of any board or commission, shall disqualify himself from participating in a transaction involving the governmental entity when a violation of this Part would result. The procedures for such disqualification shall be established by regulations issued pursuant to R.S. 42:1134(A)(1).
