Disqualification submitted by Joe Peoples, Mayor of the City of Westwego, regarding Georgia Cox continuing her employment with the City of Westwego.
Facts:
Joe Peoples is the elected Mayor of the City of Westwego and plans to get married soon to his Executive Assistant, Georgia Cox. Ms. Cox has been employed by the City of Westwego for two years as of July 1, 2019.

Mayor Peoples has made arrangements for Ms. Cox to be under the direct supervision of his office manager, Michelle Levy, after they are married. Any employment issues that may arise will be handled by Ms. Levy.




Law:
La. R.S. 42:1112B(1) states that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.

La. R.S. 42:1102(21) provides that "substantial economic interest" means an economic interest which is of greater benefit to the public servant or other person than to a general class or group of persons.

La. R.S. 42:1112C provides that every public employee, excluding an appointed member of any board or commission, shall disqualify himself from participating in a transaction involving the governmental entity when a violation of this Part would result.


Recommendations:
Adopt the proposed opinion.
