Phyllis L. Miller has been a board member of the Board of Commissioners for the Grambling Housing Authority (GHA) since 2014 and became chairman of the board in 2018. GHA board members serve five-year terms. Ms. Miller became a member of the Grambling City Council in January of 2019. This position includes a salary and benefits. Additionally, the city council votes on the selection of the membership for the Grambling Housing Authority Board.

La. R.S. 40:384(16) defines "Local housing authority" to mean a public body, corporate and politic, previously established, or to be established, by a municipality or a parish pursuant to the authority provided in this Chapter, exercising necessary and essential governmental functions for the purposes stated in this Chapter in matters of statewide concern, although it operations are local in nature. It is a political subdivision of this state, independent from the municipality or parish which established or establishes it or which may appoint some or all of its commissioners, and it is not a state agency for any purpose. "Local housing authority" also includes any housing authority established under prior law.
La. R.S. 42:1113A(1)(a) states no public servant, excluding any legislator and any appointed member of any board of commission and any member of a governing authority of a parish with a population of ten thousand or less, or member of such a public servant's immediate family, or legal entity in which he has a controlling interest shall bid on or enter into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
