Advisory Opinion request from Dr. James Corley, DVM, President, Louisiana Board of Veterinary Medicine, regarding the retirement of Executive Director Wendy Parrish.
Facts:
Dr. James Corley serves as the Board President for the Board of Veterinary Medicine, which is staffed by two full time employees, the Executive Director and an Administrative Assistant. Wendy Parrish is currently employed as the Executive Director. Ms. Parrish intends to retire prior to the end of 2019. Dr. Corley asks whether the La. Board of Veterinary Medicine can contract with Ms. Parrish following her retirement on a part-time, as-needed basis to continue to assist in particular areas until the incoming executive director is fully trained.
Law:
La. R.S. 42:1121A provides that no former agency head shall, for a period of two years following the termination of her public service as the head of such agency, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction, involving that agency or render any service on a contractual basis to or for such agency.

La. R.S. 42:1102(3) defines "agency head" to mean the chief executive or administrative officer of an agency who exercises supervision over the agency.

Recommendations:
Adopt the proposed advisory opinion.
