Lydia Young is currently employed by the Department of Administration's Office of Community Development as a Senior Compliance Analyst. For the past six years, Ms. Young has worked as a Senior Compliance Monitor for HUD's Community Development Block Grant - Disaster Recovery ("CDBG-DR") grants. Ms. Young's duties include the following:
- Conducting complex compliance reviews of recipients and sub-recipients of CDBG-DR funds;
- Coordinate monitoring activities for the Compliance and Monitoring department;
- Provide technical assistance for recipients and sub-recipients;
- Advanced knowledge of Code of Federal Regulations related to CDBG and Disaster Recovery;
- Train new employees on CDBG-DR compliance.
Ms. Young has been approached by Fields Professional Services & Consulting, Inc. to contract with their company to provide internal audit services to the City of New Orleans. Her contractual duties include the review of financial statements and policies and procedures for the City of New Orleans, excluding all CDBG-DR funds. Fields Professional Services & Consulting does not provide any services related to the Department of Administration's Office of Community Development.
