The Board agreed to settle the matter with a joint consent opinion for violations of Sections 1113B and 1112A and a $3,500 civil penalty. Mr. Bebee has signed the joint consent opinion and paid the $3,500 civil penalty.

La. R.S. 42:1113B prohibits an appointed member of a board or commission, member of his immediate family, or legal entity in which he has a substantial economic interest from bidding on, entering into, or being in any way interested in a contract, subcontract or transaction under the supervision or jurisdiction of the public servant's agency.
La. R.S. 42:1112A(1) provides that no public servant shall participate in a transaction in which he has a personal substantial economic interest of which he may be reasonably expected to know involving the governmental entity.
