Senator Long's term as a State Senator ends on January 13, 2019. He is considering employment in the hospital care industry. He states that his duties would include lobbying, serving as a source of information involving speeches, attending company workshops or meetings, and representing and advocating on behalf of his client.

R.S. 42:1121A(1) prohibits a former elected official, for two years following the termination of his public service, from assisting a person, for compensation, in a transaction, or in an appearance in connection with a transaction, involving his former agency.
R.S. 42:1102(2)(a)(iv) defines the "agency" for a legislator as the legislative branch of government.
R.S. 42:1102(4) defines "assist" as an action to "help, advise, furnish information to, or aid a person with the intent to assist such person."
R.S. 42:1102(23) defines a "transaction" as "any proceeding, application, submission, request for a ruling or other determination, contract, claim, case or other such particular matter which the public servant or former public servant of the governmental entity in question knows or should know: (a) is, or will be, the subject of action by the governmental entity. (b) is one to which the governmental entity is or will be a party. (c) is one in which the governmental entity has a direct interest. A transaction involving the agency of a governmental entity shall have the same meaning with respect to the agency."
