RE:
Request that the Board waive the $60 and $540 campaign finance late fees assessed against Ted A. Richard, a candidate for Lafayette Parish Council Member, District 2, in the October 12, 2019 election, whose 30-P and 10-G campaign finance disclosure reports were filed 1 day and 9 days late, respectively.
Facts:
Ted A. Richard states the following:


30-P report


This was his first time to run for public office and he didn't know the 30-P report was not submitted until he was contacted by a columnist with the newspaper. He contacted our office and was told "everything was OK" and assumed he was not going to be penalized.

10-G report


He called the Ethics Board on two separate occasions before the report was due to get assistance regarding the necessity of filing the 10-G report since he did not participate in the general election. He also needed information about which form to use for the 10-G. He did not receive phone calls back and was finally assisted when he called back on November 15, 2019, which is the day he filed the report.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all all based on future compliance for the 30-P and 10-G reports.
