Robert LaChapelle, Administrator for Washington Parish Coroner's Office, on behalf of Roger A. Casama, requests a waiver and states the following:
They were unaware of the time frame due to a disgruntled ex-staff member hiding correspondence and not until the new investigator was installed did they receive the letter informing them of the time frame in which they were to file for the campaign. Once the letter was received, they filed the report.
