Lotte T. Delaney is employed as the CFO at the New Orleans Center for Creative Arts ("NOCCA"). Ms. Delaney was recently elected as a board member of the Teacher's Retirement System of Louisiana ("TRSL"). La. R.S. 11:182 provides that a TRSL board member shall receive a per diem of $75 per meeting plus the normal expense allowance. In order to attend TRSL meetings, Ms. Delaney intends to request paid leave from NOCCA.

La. R.S. 42:1111A(1)(a) prohibits a public servant from receiving anything of economic value, other than compensation and benefits from the governmental entity to which he is duly entitled, for the performance of the duties and responsibilities of his office or position.
