Thomas Jones, Jr. requests a waiver and states the following:
He was of the understanding that if there weren't any transactions within the reporting period, he wasn't required to file. He received a call from someone browsing through the Ethics Board website and noticed that he had not filed. At that time, he called and spoke with staff of the Ethics Board and filed the report.
