RE:
Request that the Board waive a $1,000 campaign finance late fee assessed against Richard A. Faul, a candidate for Police Juror, District 6, Acadia Parish, in the October 12, 2019 election, whose 30-P campaign finance disclosure report was filed 78 days late.
Facts:
Richard A. Faul requests a waiver and states the following:

He included all donations and expenses on the 10-P report filed on 10/1/2019. Later that month, he received a letter stating the expenses were $22 more than the donations because he didn't list the $22 used from his personal funds. He submitted a revised report on 10/23/2019. When he talked with the Board of Ethics office, he asked if anything else was required and was told no. He received a letter stating that he was required to file the 30-P for all donations and expenses from January 1st through September 2nd and a corrected 10-P reflecting donations and expenses for that report period.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

Recommendations:
Suspend all but $760 based on future compliance. The late fee must be paid within 30 days or the suspended portion becomes due and owing.
