Request that the Board waive a $320 campaign finance late fee assessed against Barry Dale Hardy, a candidate for Councilman, District 8, Livingston Parish, in the October 12, 2019 election, whose 10-G campaign finance disclosure report was filed 8 days late.
Facts:
Barry Hardy requests a waiver and states the following:

After not winning in the primary election, he thought his last report would be the end of the year report. When he received a letter that the 10-G was late, he also received notice from his bank that his debit card number was stolen. His account was on hold until the charges and fees could be refunded. He did not want to file a report with a negative balance. Once everything was settled and the account back positive, he filed the report.

Staff notes:

A report preparer called on November 12, 2019 after receiving the notice of delinquency. They did not think they needed to file the report because he was not in the general election. Staff also reminded him of the need to file a supplemental report.
