RE:
Request that the Board waive the $1,000, $400, $400 and $704 campaign finance late fees assessed against Darwin Bradley "Brad" Adams, a candidate for Police Juror, District 5B, Concordia Parish, in the October 12, 2019 election, whose 30-P, 10-P, 10-G and 40-G campaign finance disclosure reports were filed 173, 153, 118 and 39 days late, respectively.
Facts:
Brad Adams request a waiver and state the following:

This is his first time to ever run for or be elected for any type of political position. At the time he began his campaign in early 2019, he had no knowledge of any of these reports. In August, he received the candidate packet, he was completely overwhelmed. He thought only one report would need to be done, at the time he took office and then the election process was completely over. It was not until he attended an ethics class with the rest of the Jurors for his parish, that he realized these reports were late. He and his wife worked very hard to fill them out, and he still wasn't sure they understood the correct way to fill in the answers.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
