| Request for an advisory opinion relative to the employment of certain individuals with the Terrebonne Parish Parks and Recreation Department who may be related to one another. Terrebonne Parish has a population of 111,860. |

Following a request for an advisory opinion relative to nepotism in the Terrebonne Parish Parks and Recreation Department, the Department identified other employees that may require Disqualification Plans.
(1) BERTIE VERRETT is employed as a Gym Supervisor at Dularge Gym No. 2. Ms. Verrett is the mother of Raven and Amber Verrett who are both employed as Scorekeepers. In order to prevent any participation by Ms. Verrett in the supervision of her children, Raven and Amber Verrett are only assigned work at gyms other than Dularge Gym No. 2.
(2) ISAAC ALDRIDGE, II is employed as a Gym Supervisor at Gibson Gym. Mr. Aldridge is the father of Isaac Aldridge, III and I'Savier Aldridge who are employed as a Sports Official and Scorekeeper, respectively. In order to prevent any participation by Isaac Aldridge, II in the supervision of his children, Isaac Aldridge, III and I'Savier Aldridge are only assigned to gyms other than Gibson Gym.
(3) GARY BEESON is employed as a Boys Sports Coordinator. Mr. Beeson is the father of Kimberly Beeson who is employed as a Field Director at Broadmoor Field. Kimberly Beeson is supervised by Greg Harding and Gary Beeson does not supervise either Mr. Harding or his daughter. Additionally, KIMBERLY BEESON is the mother of Sarah Legnon who is employed as a Scorekeeper. In order to prevent any participation by Ms. Beeson in the supervision of her daughter, Sarah Legnon is only assigned to work at fields other than Broadmoor Field.
(4) TRAVIS WARD and SIDNEY WARD are brothers employed as Sports Officials. Neither brother supervises the other.
(5) MYRTLE CHATMAN is employed as a Gym Supervisor at Oakshire Gym. Ms. Chatman is the grandmother of Lakeisha Ward and Lashon Ward who are siblings. Ms. Chatman is not an immediate family member to the Wards and neither sibling supervises the other.
(6) LACORA SMITH is employed as a Gym Supervisor at Smithridge Gym. Ms. Smith is the mother of Jermonte Smith who is employed as a Scorekeeper. In order to prevent any particpation by Ms. Smith in the supervision of her son, Jermonte Smith is assigned work at gyms other than Smithridge Gym. Additionally, Cortez Smith is the nephew of Lacora Smith and the cousin of Jermonte Smith. Cortez is not considered to be immediate family with Lacora or Jermonte Smith.
(7) JAY DUSENBURY is employed as an Athletics Program Coordinator. Mr. Dusenbury is the uncle of Byron Overly, employed as a Sports Official. They are not considered to be immediate family members.
(8) TABITHA DAVIS is employed as a Sports Official. Ms. Davis is the mother of Mercy Davis who is employed as a Scorekeeper. The Davises report to different supervisors and do not supervise one another.
(9) DARNELL SCOTT is employed as a Sports Official. Mr. Scott is the father of Trinity Scott who is employed as a Scorekeeper. The Scotts report to different supervisors and do not supervise one another.
(10) HENRY HARRIS, JR. is employed as a Gym Supervisor. Mr. Harris is the uncle of LaTerrance Harris who is employed as a Scorekeeper and Field Director. The Harrises are not considered to be immediate family members.

Docket No. 2020-210 - The Board rendered an opinion for the Terrebonne Parish Parks and Recreation Department in May 2020 which allowed for the employment of minor children of the Parks and Recreation Administrator. This request follows after the Department identified other related employees.

La. R.S. 42:1112B(1) states that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.
