Billy Chandler is one of the four owners and developers of the Hillview Acres Subdivision ("Subdivision"), along with Marcia Chandler, Robert Rhinehart and Sharon Rhinehart. By Ordinance No. 4-03, adopted on March 13, 2003, the Subdivision was to be annexed into the corporate limits of the Village at such time as all legal work was accomplished. In 2008, all legal work was accomplished, the Subdivision was annexed into the Village, and the streets in the Subdivision were dedicated for public use pursuant to La. R.S. 33:5051, et seq.
Billy Chandler served as an elected member of the Board of Aldermen for the Village from 2016, until the end of his term in June 2020. Mr. Chandler is no longer a member of the Board of Aldermen.
The Village is now preparing to perform maintenance and upkeep of the statutorily dedicated roadways in the Village, including the public roadways in the Subdivision. Mr. Davis asks whether maintenance of the roadways would present any violations of the Code based on Mr. Chandler's prior service on the Village Board of Aldermen.
