RE:
A Request for an Advisory Opinion, submitted by Dr. David M. Borne, MD, MACP, regarding whether the Louisiana Code of Governmental Ethics ("Code") would prohibit him from accepting the invitation to become a board member of the National American College of Physicians Political Action Committee.
Facts:
Dr. Borne is the Section Chief of General Internal Medicine in the Department of medicine at the LSU Health Sciences Center - New Orleans ("LSUHSCNO"). He was recently invited to become a board member of the National American College of Physicians Political Action Committee ("PAC"). The PAC is sponsored by ACP Services, Inc., who advocates for the interest of internal medicine physicians and their patients. All PAC board members service in a strictly voluntary capacity and are committed to supporting advocacy efforts that improve the practice of internal medicine.

Should he accept the invitation, Dr. Borne would be using his personal funds, personal vacation time, and personal equipment as a board member. He would not use any identifiers or position as an LSUHSCNO employee in his capacity as a PAC board member.
Recommendations:
Adopt the proposed advisory opinion.
