Request that the Board waive the $480 and $800 campaign finance late fees assessed against Trina Trinhthi Chu, a candidate for Judge, Court of Appeal, 2nd Circuit, 3rd Dist., Elec. Sec. 1A (Major Level Candidate) in the March 5, 2016 election and Judge, Juvenile Court, Elec. Sect. 1C (District Level Candidate) in the November 8, 2016 election, her committee's chairperson, Vandana Chaturvedi, and treasurer, Reshma Paralikar, whose 2019 supplemental campaign finance disclosure reports for each election were 8 days late.
Facts:
Trina Chu requests a waiver and states the following:

Back in February 2019, with Ethics staff on the phone, they closed out her account with forgiving her debts to the campaign. Therefore, she didn't file the annual filing in February 2020. Then a new person helped her closed out the account with some technical filing assistance from her. This lady did tell her to expect some mail from the office about late fees within 10 days of March 2020. She had not received any notice about late filing fees and penalties for the period from February 15, 2020 until now, so she assumed that the fees were waived by our office and had no fines pending. She did not receive anything from this office until today, about 2 weeks after she qualified to run for judge again.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

18:1495.4D(1) If the final report of a candidate for an election, as required by Paragraph (5), (6), or (7)of Subsection B of this Section, shows a deficit or a surplus, the candidate and his treasurer, if any, shall file supplemental reports with the supervisory committee of all information required in R.S. 18:1495.5. Such reports shall be filed annually no later than February fifteenth and shall be complete through the preceding December thirty-first. Such a supplemental report shall be filed each year until a report has been filed which shows no deficit and until any surplus campaign funds have been disposed of in accordance with R.S. 18:1505.2(I). The report on surplus funds shall disclose the disbursement of such funds in the same manner as expenditures are reported.
