Janet Beavers states that she has been the Office Manager for the Springhill Office of Motor Vehicles since 1996. She operates the office in Springhill by herself and has no other employees under her supervision. She would like to apply to the Office of Motor Vehicles to open a public tag agency to service citizens and car dealerships of North Webster Parish. Before opening her tag agency, Ms. Beavers states that she would resign from her position with the Office of Motor Vehicles. The Springhill Office of Motor Vehicle currently offers services dealing with driver's license, identification cards, written test, road test, registration, titling, plates, commercial, CDL written and Driving. Applications for public tag agencies are handled with the Specialized Vehicle Management Division of the Office of Motor Vehicles.

Section 1113 of the Code prohibits a public servant from entering into a transaction that is under the supervision of the agency of the public servant.
Section 1121B of the Code prohibits a public servant, for a period of two years following termination of employment from assisting another person in a transaction in which the public servant participated in and render any service in which they rendered to the agency during his public employment on a contractual basis to the agency.
