Ms. Juelich filed her Legislative ER-07/11 lobbying expenditure report that was due by August 25, 2011, six day late on August 31, 2011. She was assessed a late fee of $300. Ms. Juelich states that until July 2011 she was not required to register as an Executive branch lobbyist however, had 3 Executive branch officials attend an event. She was confused about the need to register.

24:55 Lobbyist expenditure reports
A. Each lobbyist registered under the provisions of this Part shall file with the board, in the manner provided in this Section, a report of all expenditures incurred for the purpose of lobbying.
B. A report shall be filed monthly. The report for each month shall be filed by the twenty-fifth day of the following month.
