Cecil Walker is a member of the Natchitoches Parish School Board. His daughter-in-law is employed as a teacher by the school board. As such, Mr. Walker is required to file annual school board disclosure statements within 30 days of the start of each school year. Mr. Walker did not file a school board disclosure statement for the 2010-2011 school year until September 29, 2011. However, a notice of delinquency was not issued to Mr. Walker within 4 days as required by statute. As such, Mr. Walker was assessed only a 4 day late fee.

La. R.S. 42:1119B(2)(a)(iii) requires that within thirty days after the beginning of each school year, any school board member or superintendent whose immediate family member is employed by the school board shall file a disclosure statement with the Board of Ethics stating the facts of such employment. Any person who fails to timely file a disclosure statement may be assessed a late fee of fifty dollars per day, not to exceed $1,500.
