Courtney Alcock, Terrebonne Parish Attorney, states that David Armstrong is a Terrebonne Parish Senior Housing Rehabilitation Technician for the Housing Rehabilitation Program. The program operates in the Community Development division. Under the Rehabilitation Program, low to moderate income families receive assistance with bringing their existing homes up to parish codes. The applicants for the program must meet low-income guidelines to qualify for aid. As a technician for the Housing Rehabilitation Program, Mr. Armstrong has no administrative control over the program.
