| Advisory opinion regarding a former employee of the Louisiana Housing Finance Agency (LHFA), Jason St. Romain, assisting a company with an environmental review that is conducted by LHFA. |

Jason St. Romain states that he served as a Housing Finance Specialist in the HOME Department at LHFA in November of 2006. His work included environmental reviews for HUD funded projects. In November of 2008, Mr. St. Romain was moved to Internal Audit Department and conducted internal audits. As of November 2008, Mr. St. Romain no longer performed environmental reviews for LHFA. Mr. St. Romain resigned from employment with LHFA in July 2011. Currently, a developer, who has qualified for HUD funding,would like for Mr. St. Romain to assist his company with an environmental review that is to be conducted by LHFA.

Section 1121 prohibits a former public employee for a period of two years following termination of their employment from assisting a person in a transaction or in an appearance in connection with a transaction in which the former public employee participated at any time during his public employment and involving the governmental entity by which he was formerly employed.
