RE:
Advisory opinion regarding whether Thomas Watson, a member of the Livingston Parish Council, may accept employment within the executive branch of Livingston Parish Government at the expiration of his term.
Facts:
Thomas Watson is a member of the Livingston Parish Council. Following the expiration of his term, he would like to be employed by Livingston Parish. He anticipates being an at-will employee in the executive branch of government, serving at the pleasure of the Parish President. He would neither be appointed nor employed by the Livingston Parish Council.

Law:
R.S. 42:1121A(1) provides that no former elected official shall, for a period of two years following the termination of his public service, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction, involving that agency or render any service on a contractual basis to or for such agency.

R.S. 42:1121A(2) states that no former member of a board or commission shall, for a period of two years, following the termination of his public service on such board or commission, contract with, be employed in any capacity by, or be appointed to any position by that board or commission.

Recommendations:
Adopt proposed advisory opinion.
