Cynthia Martin formed TBEC, LLC on August 26, 2011. TBEC purchased Jack's All Ya' Need, a local business which sells gasoline and similar products. Vernon Parish School Board bus drivers and school employees have purchased gasoline at this location due to its convenience.
Cynthia Martin is married to Randy Martin, who is a school board member.

La. R.S. 42:1113A prohibits a public servant, a member of his immediate family or a legal entity in which either owns a controlling interest, from bidding on or entering into a contract, subcontract or transaction that is under the supervision or jurisdiction of the public servant's agency.
