Advisory opinion regarding whether Wendy Carr Eldridge may become a member of the Iberia Parish Airport Authority. |

Ms. Wendy Carr Eldridge is a resident of Iberia Parish who is considering applying for a seat on the Iberia Parish Airport Authority. She currently works for CI2 Aviation, Inc., a private company, at the Acadiana Regional Airport. CI2 Aviation is the subcontractor of RVA, Inc. RVA has a FAA contract under the Federal Contract Tower Program to staff the control tower with personnel. Under the Federal Contract Control Tower program, the FAA awards contracts to vendors of its choice. As a condition of operation, the airport must provide the air traffic controller with a tower. No money is passed to or from the FAA Control Tower Program and the parish, nor is any money exchanged between the contract awardees and the parish. Also, the vendor who carries the FAA contract does not hold a lease with either the airport or the parish.
