In connection with his request for a waiver of the $660 late fee assessed for the late filing of a 10-P campaign finance report, Edward L. Brown states that he did not receive his user id and password needed to access the LEADERS software system. He maintains on the day that he received the assigned user id and password needed to access the LEADERS software system, he completed and filed the report on the same day. Mr. Brown is a district level candidate.This is his fifth campaign. He was an unsuccessful candidate.
A review of IT records shows the candidate contacted the IT department on October 21, 2011 to obtain an id and password for LEADERS software. The 30-P campaign finance disclosure report was not filed until October 23, 2011.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
