In connection with his request for a waiver of the $480 late fee assessed for the late filing of an EDE-P campaign finance report, L. Fred Monroe, Jr., states that he has been preparing the candidate's reports and since the candidate did not have any expenditures, it was his understanding that a report was not required. He maintains that he did not intend to not comply with the requirement of filing the report, it was just an innocent and unintentional error on his part. Ms. Massey is a district level candidate. This is her first campaign. She was an unsuccessful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
